North Carolina State University’s College of Veterinary Medicine (CVM) is a dynamic community dedicated to developing veterinarians and veterinary scientists through advancing animal and human health from cellular through ecosystem levels. With the graduation of its first class in 1985, the CVM is one of the younger veterinary programs in the country. Despite its relative youth, the College has gained international recognition on the strength of its teaching, research, engagement, and patient care efforts and is ranked 3rd amount the nation’s 28 college of veterinary medicine in the most recent U.S. News & World Report survey. Located on 180 acres near downtown Raleigh, the College encompasses 20 buildings on the main Centennial Biomedical Campus. In addition to the four-year Doctor of Veterinary Medicine degree, the College offers Masters and Doctoral degrees. Faculty and student work across disciples, employing cutting edge technologies in both basic and applied research in human and veterinary medicine.
The Dean’s Office is the leading administrative unit of the College of Veterinary Medicine. The CVM Business Office provides the fiscal management for the College, as well responsible for Personnel and Programmatic analysis planning and reporting. It is the responsibility of the Business Office to maintain the accuracy and integrity of the fiscal operations of the College. The Business Office’s goals are to optimize the use of the University’s financial resources and ensure that all State, Federal, University and College rules, regulations, policies and procedures are strictly adhered to. This includes budget control, cash and gift receipting, travel reimbursement, expenditure approval, auditing, and asset management. The Business Office also is responsible for all aspects of the payroll/personnel function.

Essential Job Duties
The Accounting Manager position is a critical position in the Dean’s Office and has responsibility for the monitoring, and analysis of the College’s complex budget comprised of a variety of funding sources. Based on delegated authority, the Accounting Manager manages the College’s centralized business unit and assures that effective controls are developed and maintained to ensure the financial integrity of the College. The Accounting Manager position is involved with short-term programmatic planning and fiscal review and control. This position has management, advisory, and decision-making responsibilities in the areas of budget management, financial analysis, and reporting, approval of expenditures, purchasing, research administration, management of Accounting staff, and internal accounting procedures and controls in a high-volume work environment. This position will serve as the primary contact for budgetary and accounting matters for the Associate Deans and other leads in the College of Veterinary Medicine. The Accounting Manager should take initiative, identifies issues and opportunities, and carries out duties in a professional and independent manner.

- Manages the centralization of financial business functions from the departments/units and oversees staff managing all college voucher processing, all PO processing, all IDT processing, and CVM centralized Travel reimbursement office for the college
- Instills a high level of customer service in all administrative functions ensuring that all work processes are maximized for efficiency;
- Manage the College’s centralized Business Office. Develop and implement operating procedures for the centralization of business processes;
- Create strategies, formulate policies, and coordinate processes and procedures to deliver services efficiently with high levels of customer service;
- Promote efforts aimed at improving current financial processes and implements improvements and innovations that increase efficiency and enhance work quality;
- Conduct formal programmatic review, analysis, and reportingMonitor and perform analyses of college and departmental spending in relation to budgeted appropriations, revenues, and expenses to ensure that the College’s appropriations, revenues, miscellaneous receipts, and trust funds are spent within the appropriate time frame and spending authority;
- Participate in the College’s financial and strategic planning process with the Assistant Dean for Business and Finance;
- Prepare Annual/Quarterly/Monthly budget reports, forecasts and spending analyses, and allocations for use by the College’s Administration and the college’s Departmental administration to make funding decisions;
- Provide oversight of Departmental Budgets and support to Department Accounting and Personnel staff who guide the unit in financial management;
- Work closely with Department Accounting and Personnel staff who process and record financial transactions to ensure timely and accurate financial information, monitor accounts, resolve problems, ensure compliance, and safeguard resources;
- Act on behalf of the Assistant Dean, for Finance and Business, in his/her absence on Budgeting and Accounting issues;
- Develop and review new and existing business practices for the College as needed;
- Supervise CVM Business Office staff.

Minimum Education and Experience
Requires post-baccalaureate credentials with 5+ years of relevant experience; a bachelor’s degree with 5+ experience including or exceeded by 1-2 years of supervisory experience may be substituted for the advanced qualifications on an exceptional basis.
Other Required Qualifications
- Strong interpersonal, communication (oral and written), and customer service skills with the ability to deal tactfully and effectively with individuals at all levels within the College as well as other NC State central offices;
- Highly organized with the ability to effectively handle a large volume of work with frequent interruptions and manage competing priorities and shifting requirements with efficiency;
- Ability to perform work under pressure with a high degree of autonomy, accuracy, efficiency, and timelessness;
- Ability to analyze activities and recommend process/internal control improvements;
- Extensive knowledge of (or ability to rapidly assimilate and retain) State and University fiscal and administrative policies, procedures, and practices and ability to appropriately analyze, interpret, and apply business policies and procedures;
- Proven ability to implement and support internal audit controls;
- Knowledge and understanding of general accounting principles and government accounting methods, procedures, and practices;
- Proficient with Microsoft Office Software, especially Word and Excel.
Preferred Qualifications
- Experience using PeopleSoft Financials or similar financial systems and the Wolf Reporting System (WRS) or similar reporting systems;
- Strong knowledge of University financial policies and procedures.
- Advanced knowledge and understanding of general accounting principles and accounting methods, procedures, and practices;
- Proficient with the use of PeopleSoft Financials.
